What We Do

We’re a small boutique law firm specializing in real estate law. Our primary focus is representing condominium and homeowner associations in Oregon and Washington. We have offices in NW Portland, Vancouver, WA, and Bend, OR. We also handle real estate transactions, boundary disputes, easement and access issues, and general litigation.

Our Roots

Nearly 20 years ago, Kevin Harker was working for a mid-sized regional firm based in Portland, specializing in homeowner association and condominium law. At the firm, Kevin litigated more than a dozen construction defect claims, served as general counsel for numerous condominium and homeowner associations, drafted bylaws and declaration amendments, prepared association resolutions, and collected delinquent assessments. 

In 2014, Kevin decided to utilize the knowledge and vast experience he had gained at his previous firm to open his own firm, dedicated to providing personalized, efficient, and practical legal services to community associations. Since then, he has built a reputation for his hands-on approach, clear communication, and deep understanding of the complex issues facing HOAs and condominiums across Oregon and Washington.

Last Fall our HOA Board attended a seminar on homeowner association law where Kevin Harker was a featured speaker.  We were impressed by his knowledge of homeowner association law and his rapport with the audience during the question and answer session. Our HOA needed to update its bylaws and governing documents and after some due diligence, engaged Kevin to help us.  He was responsive and timely completed the assignment.  Kevin produced high quality work. He was also kind enough to attend a Board meeting for free and explain changes to those present.  Kevin offers flat rates rather than hourly billing.  He is bright, yet practical and provides sound advice.  I  recommend Kevin without reservation. -Larry
