Our Roots
Kevin Harker began his legal career at a mid-sized regional firm in Portland, specializing in homeowner association and condominium law. There, he litigated more than a dozen construction defect claims, served as general counsel for numerous associations, drafted governing document amendments, and handled assessment collections.
In 2014, Kevin opened Harker Law to provide personalized, practical legal services to community associations. Since then, he has built a reputation for clear communication, hands-on client service, and a deep understanding of the issues facing HOAs and condominiums across Oregon and Washington.

Kevin Harker

Bio
Kevin has practiced community association and real estate law since 2004, representing condominium and homeowner associations in Oregon, Washington, and Utah. His work spans general counsel services, governing document revisions, assessment collections, and construction defect litigation. He has served as trial attorney in more than 400 civil cases and handles real estate disputes including transaction claims, boundary disputes, and adverse possession.
Before founding Harker Law in 2014, Kevin spent more than a decade at a regional HOA firm, advancing from associate to partner. During law school, he worked in the legal department of SEIU Local 503, assisting with union grievances and arbitrations.
Outside the office, Kevin enjoys skiing, running, and time with his family and, above all, climbing mountains.

Josie Thomson, Paralegal
Josie Thomson is a graduate of the University of Oregon. During her studies, she worked at the Multnomah County District Attorney's Office and completed an internship at a law firm in London. She plans to continue her legal education at Lewis & Clark Law School. Outside of work, Josie enjoys hiking, crocheting, and reading.

Katherine Ripley is a graduate of Portland State University. Marin Harker, Legal Assistant
Marin Harker is a Legal Assistant at Harker Law, supporting the team across all aspects of civil litigation—from drafting pleadings to managing case files and client communication. Outside of work, Marin enjoys soccer, gardening, and time with her dog, Magnus.
