Kevin Harker
ATTORNEY
Kevin Harker is a Portland-based attorney with more than two decades of experience in real estate and community association law. He is the founder and principal attorney of Harker Law, a boutique firm with offices in Oregon and Washington dedicated to serving condominium and homeowner associations, property owners, and real estate clients throughout Oregon and Washington.
Kevin has been the attorney of record in more than 400 civil cases across Oregon and Washington, handling everything from construction defect litigation and boundary disputes to debt collection, fair housing matters, and land use appeals. His courtroom experience is matched by a reputation for practical, plain-spoken counsel — the kind that helps clients understand their options and make confident decisions without getting lost in legal jargon.
Before founding Harker Law in 2025, Kevin spent more than a decade as a partner at firm specializing in HOAs, condominiums, and real estate. There he litigated construction defect claims, served as general counsel for numerous HOAs and condominiums, drafted governing documents, and handled a wide range of landlord-tenant and land use matters. One of his notable early successes was recovering $5.5 million on behalf of a homeowners association in Brownstone Orenco Park Owners Association v. Brownstone Quatama Park, LLC — a result that illustrated both his tenacity as a litigator and his commitment to protecting the communities he serves.
Kevin is a frequent educator in the real estate community, regularly teaching continuing education classes to realtors and real estate brokerages across Oregon and Washington. He has spoken at national and regional conferences on topics ranging from HOA law and nonprofit board governance to landlord-tenant pitfalls and community association management. He is the author of Community Association Guidebook — Oregon (2015) and a contributing author on several other publications in the field.
Kevin earned his Juris Doctorate from Lewis and Clark Law School and his B.A. in History from Brigham Young University. He is licensed to practice in Oregon and Washington.
When he's not in the office or the courtroom, Kevin can usually be found in his workshop, hand-carving wooden spoons and bowls from Pacific Northwest timber under the banner of his side venture, Lagom Spoon Co. — a hobby that rewards patience, precision, and an appreciation for natural materials. He's also a licensed amateur radio operator with a fondness for Morse code, an avid skier, and a devoted reader. Above all, he values time with his family and his dog, Magnus.

Josie Thomson is a graduate of the University of Oregon. During her studies, she worked at the Multnomah County District Attorney's Office and completed an internship at a law firm in London. She plans to continue her legal education at Lewis & Clark Law School. Outside of work, Josie enjoys hiking, crocheting, and reading.
