Our Roots
Kevin Harker began his legal career at a mid-sized regional firm in Portland, specializing in homeowner association and condominium law. There, he litigated more than a dozen construction defect claims, served as general counsel for numerous associations, drafted governing document amendments, and handled assessment collections.
Harker Law formally launched in 2025, continuing a practice Kevin originally established in 2014 under prior firm names. For more than a decade, that practice has focused on providing personalized, practical legal services to community associations. Over the years, Kevin has built a reputation for clear communication, hands-on client service, and a deep understanding of the issues facing HOAs and condominiums across Oregon and Washington.
